Would misdelivered by PO and "can't retrieve" counts as "lost mail" to file a claim?
What would the buyer need from their PO (who admits the above but basically says too sad, too bad, file a police report) to back up the claim?

Buyer can file a police and postal report only for stolen mail from his address. Seller can file a claim, if lost or GPS shows delivered to a different address than on the package.

If it's insured you can file a claim. Priority mail includes some insurance.

If it is ground advantage or priority it has $100.00 insurance. If USPS admits delivering it to the wrong address and are not able to retrieve it, you should be able to file a claim since it wan not delivered to your buyer.
