I planned to ship some items upon their sale but if someone local wins the auctions and they pick up/don't need to pay shipping, how does ebay adjust to eliminate my shipping fees? Do I just invoice the buyer for the total and indicate zero for shipping? If they check out before I invoice, seems like I can I just refund them and ebay credits my account?

Two points...
First of all, I would only accept cash for a local pick up, but that's just me.
Secondly, I probably wouldn't discount the entire shipping charge for local pickup. When I package something for shipment, it takes me a few minutes but I do have to pay out the shipping cost. If I were to allow local pickup I wouldn't want to do it at my home which means I'm going to have to pack up the widget, drive somewhere public and then sit and wait there until the buyer shows up.

Beware of local pick ups. I did that twice last month and ebay downgraded my account. They said it was because I never uploaded tracking. I told them I even check local pick up on the listing as well as shipping options. Two people lived within 10 miles of me and I accomodated and met them to deliver the item. I refunded the shipping. Today ebay told me too bad that doesn't matter. No tracking was uploaded. REALLY? They should definitely have a local pick up area to check off near the space for the tracking number, ALSO.... apparently if you have a store and use vacation setting and sell during that time it is a late tracking upload. I made sure both customers knew about the vacation setting. They were fine with it. Ebay docked me for those late tracking uploads. I would have lost over $2000 if I didn't keep those items shown during a vacation setting. Thanks for letting me vent. After 17 years I am very annoyed with eBay. They need to get their act together on policies on simple things like these.
