How do I stop out of towners from buying my local pickup items then asking why I'm not shipping?
I've tried a few things
- In addition to the item be local pickup only I added ATLANTA PICK UP to the title '
- ATL PICK UP NO SHIPPING in the title
- It is available for local pickup in Atlanta only. in the description
- Someone said change the shipping option to freight... didn't work

You can't. It's been like this for years. Maybe your title wasn't clear enough for the buyer. I can't speak for others but it's possible that title could mean shipping is the alternative option and not the ONLY one, KWIM? Here are my suggestions:
- I would put in the title as clear as possible, "NO SHIPPING/IN-PERSON PICK UP in ATL ONLY" preferably in the beginning so that's the first thing they see.
- Sell it elsewhere. You're better off using apps like NextDoor, etc. to sell locally. Plus it's free.
DO NOT under any circumstances add a really high shipping rate to circumvent purchases. Knowing buyers, chances are really good that they WOULD pay for it and you'd get stuck with Paypal fees when refunding. It was a good deterrent BEFORE all the fee structure changes, though.

I did as you said and changed all of my titles for the local items to NO SHIPPING first. It’s not working, I have a guy now asking for free shipping. After 10 questions he said is it free shipping I said sorry the title says no shipping he said OK so it’s free shipping then it feels like a joke to me that people are playing on me

A solution we just found with success is www.motherload.app. You select a category and list your shipment and get free bids on shipping. You get shipping bids direct from carriers and the pricing has been very fair.
I suggest having them post the shipment there and connect directly with the shippers. This give you a solution to those asking for shipping and you still get your sale!

OP, I had a feeling some one out there was going to interpret NO shipping as FREE shipping LOL
I'd go back to PICKUP ONLY in the title.
