Local Pick-Up Instructions on Item that I won and response time from Seller before Filing Claim

I recently bid and won an item that was Local Pick-Up only from New Haven CT. I was bidding from Washington, DC. I paid immediately via PayPal per seller instructions. Upon payment, I notified the Seller via eBay that my brother who lives in New Haven, CT would pick up the item and I just needed instruction/address on where to pick it up.

How long should I wait to hear a response from the Seller as I noticed the most recent transaction on their ratings showed 10 days response time that gave the Seller (2) Neutral Ratings and how long before filing a claim if he never responds?...Just preparing for the worse...

 There is no Paypal or Ebay buyer protection for an item not received when the item is listed for local pick up, Item Not Received, claims. If you paid by cc, you would have to contact them about a chargeback.

When you're in a transaction with a seller (or buyer, for that matter), that seller's phone # is available to you through eBay.  Why don't you get it and call the seller about arrangements?

If the item is for local pick up you need to pay in cash. Use "Advanced", upper right corner of eBay pages to pull the seller's contact information and call to schedule a time to get the item and pay in cash.

Not anymore. We were told by staff that we must accept Paypal & cannot require cash on pickup.

We don't recommend accepting cash, except when a buyer is paying on pickup.

On the site map. Found at the bottom of the page. There is a section where you can request the sellers phone number. It is down towards the bottom. I would try that and give them a call. Even if they don't answer and you leave a message it usally helps get the ball rolling. Good Luck

How is all that supposed to work? how are you protected against claims of non-receipt in these cases now?

Not entirely correct. Buyer has eBay buyer protection if the seller doesn’t allow the item to be picked up.

The seller is still required to accept PayPal on local pickups. That’s what MG is saying 🙂

The buyer will only win an INR if the item isn’t picked up and the seller is at fault, if eBay can see via the paper trail that the seller was unresponsive, didn’t make arrangements or keeps delaying pickup. Didn't sound very reassuring, according to that all a "buyer" has to say is they were blocked from getting the item or that the seller refused to meet them and they win as they laugh with item in hand as they file the report.

You must have missed this from the OP:

He already paid via PayPal.

If a buyer pays through paypal they get the sellers phone number in the paypal transaction.  How does ebay know then whether the communication occured through personal contact or ebay messages?   There is no "paper trail" if contact is made by phone.  A lot of sellers could lose their $$ and their items if a buyer claims the seller didn't arrange for them to pick up their item.
