Preface: I had no choice, I could not source the needed part anywhere else. Even the dealership claimed that they could not source the part. This ad specifically stated it would fit our exact vehicle and confirmed that it would fit in the "thank you for ordering" message.
Bought a auto part from a seller in China (I know, see Preface). The ad specifically stated the part was compatible with our vehicle. Not. Even. Close. Opened a return request. Seller immediately started playing the delay game. Nope buddy, no way, send a return label, funds for a label or refund the money. Seller tries another delay tactic, same response from me. After a couple days Seller states they have "purchased a label how can they get it to me". My response: "Send as a PNG image via the return so eBay has proof." Seller does not send the label and I wait until a full day after the original resolution date.
Still no label so I request that eBay step in. Less than an hour later I get an eBay message saying "we will decide in your favor but you must return the item to the seller" and they list an address in China. WTH? It's the seller's responsibility to supply the return shipping. I have to call eBay CS and go through the rigamarole. Outcome is that the Seller is now given an ADDITIONAL 10 days to send me a label!!!! Ummm, I already waited 7 days!!!
CS agent claims this is all documented and I will receive a forced refund if the seller does not supply a label. We. Shall. See.

This was clear cut, international transaction the seller MUST supply return shipping, the seller knows it, I know it and eBay knows it. But they STILL attempt to have me return the item AT MY OWN EXPENSE. Not cool. Once again, since it's a Chinese seller, eBay bends over backwards to try to get them out from under their (the seller) own mistake.

I feel your pain. I had a similar situation with a seller in California. Only sent some of what was in the auction even admitted in eBay messages he didn't send everything picture because the auction didn't sell for enough money. Was refusing to refund return shipping which was going to be about $60. Opened a case he accepted still refusing to pay return shipping I escalate eBay says you have to return. I call I'm like he hasn't provided a label I can't return. So they put the case on hold and give him five more days on top of the 5 he already had....grrrrr. I hope yours turns out better than mine My seller called until he got a csr to then close the case in his favor...after it had already been in mine. I had to call and appeal and still only got a partial courtesy refund from eBay that really didn't cover the loss of what went included.

If you've backed your PayPal payment with a credit card, flip it over and call the number on the back. Tell the CSR that you want to open a chargeback using reason code 53 or 85, depends on if it is a Visa or MasterCard. Let them know you were promised a refund (one of the conditions for the chargeback) but seller is supposed to pay return shipping and they refuse. That should do it.

Can you request review of the partial courtesy refund payment by a motion for clarification, explanation, & reconsideration?

1. You seller in China cannot furnish you a return label. You need to advise them of how much it will cost you to buy a shipping label from the US and ship it o them in China with tracking to their doorstep. It won't be cheap. Then ask them to send funds to you PayPal account. Once you receive this ship it. Some how I don't think they will want to pay the shipping due to cost. The seller may just say keep the part & forget the returning and what you initially paid. But that is when you need to get eBay involved. This is another reason I seldom buy anything from China - last point if you couldn't source thsi part state side why would someone in China be able to - they don't create stuff they "copycat" everything and they last about 1/2 as long or less. Learned my lesson when I bought a non OEM battery for my cell phone the price was right but that's all.
