I'm shipping antique art prints that fit into two sizes of flat rigid mailers. - 13.5 x 11 and 12.5 x 15
From reading earlier posts I'm seeing that flats may be a problem. Does anyone know something about this issue.

You would have a problem shipping both those sizes. Packages have 3 dimensions not 2.

They would be "parcels" (packages), and would be no problem.
As they are rigid, if you try to ship USPS as "flats" it would be an issue.
Shipping labels with tracking can not be purchased on eBay for "flats".
As toysaver posted 3rd dimension would need to be inputted.

USPS has 3 categories of First Class mail: letters, flats (AKA Large envelopes), and packages.
The requirements for mailing as a flat include dimensions "[n]ot more than 15 inches long, or more than 12 inches high, or more than 3/4 inch thick." The piece must also be flexible, see details here:

So your envelope that's 12.5 x 15 is too large to be mailed as a flat, and must go as a package; therefore you can purchase postage for it through eBay. The smaller envelope probably is too rigid to meet the USPS standards for flexibility so it, too, would go as a package. If you WANT it to go as a package (i.e., eligible for tracking and eBay labels), just add enough cardboard to make it rigid, which is probably a good idea for protecting the contents anyway.
All of the above is moot if you plan to mail your items via Priority Mail, because Priority has no such requirements, categories, or restrictions.

I would NEVER ship an "antique art print" in a flat envelope mailer.
I have things that COULD fit in such a mailer BUT I use a box measuring 17x13x4. Yes it turns it into a 2 pound package BUT it also get it there undamaged.
Which is more important?

Thickness. 1 inch, 2 inch, 3 inch, 4 inch ................................................................................. whole #'s, not .5, .6, .7, .8, .25..........................................

Where did you try them? Are you using a shipping calculator?As noted in the other post, if your package is under 1 inch, just enter 1.

It still did not want to accept .25, etc, but it did kick me to Select Another Shipping service. Parcel/package —ground and First Class didn’t seem to be a problem.
Hard to believe. I’ll go back and check again.

I said DO NOT use .25. You must use WHOLE #'s not 1/2 inch(.5), not 1/4 inch(.25) ......................
and as nobodys also posted........................................ it is a "package". A flat package, but a package, not a "flat".
