Hi, so a few weeks ago I ordered a vintage bicycle racer back deck that was sealed with a revenue stamp in the pictures. I ordered it from a seller named Jbl-dealing. Well originally there was an issue with the shipping because once the seller said they shipped the package was never even accepted by USPS and just switched to "in transit" for like 2 weeks.. when I was sure that the item hasn't even been shipped I contacted the seller asking questions, this is when he became very nasty with me, calling me everything in the book. I then opened an "item not received case" and as soon as I escalated that case an update popped up saying the package has started moving. This seemed suspicious to me, but I was excited and happy the tracking was finally updating. But when I received the package it all became clear to me. The package contained a dirty, old, opened, cheap, 2$ aviator brand, gas station playing card deck instead of the rare, antique, valuable, bicycle deck I was expecting.. 😞 this was very upsetting to me but I was not very surprised as im pretty sure the guy just waited until he saw I had opened the claim, then scrambled to throw something in a package and send it so he could have the "delivered" tracking number he needed to get out of the "item not received claim"... So I called eBay costumer support and they told me to close the item not received case and open a return case. Which I did, and I Included pictures of everything, and I also contacted PayPal and informed them. The seller hasn't responded to the return claim and I have another day until I can escalate it.. im just worried this dude will find a way to not give me my refund.. what are the chances that I'll get my refund? I've been a solid buyer on eBay for awhile now and have been colly playing cards on eBay for awhile and this is the one and only bad experience I've had and it's a terrible one 😞

If the Not Received case has been closed, and if it is within 30 days of Delivery, you can still open a Not as Decribed Case (but not the other way around).
Go to your Purchase History
Select "Return this Item" from the dropdown menu (if there is no big blue button).
Select "Not as Described"
The seller will have 3 days to accept the return, or refund you in full (their choice).
When they accept the return, you will be issued a pre-paid return label.
*** On International returns, eBay cannot automatically issue a return label. The seller is obligated to manually send a label or send funds for a label (upfront, not after).***
If they do not, then you can ask ebay to step in on the 4th day after opening the return.
You will have 5 days to get the item into the mail. Make sure to get an acceptance scan.
When the return is Delivered back to the seller, they will have 2 days to refund you.
If they do not, you can ask eBay to step in to force the refund.

When you receive an item that's not as described, the case you open is an "item not as described" case, not an "item not received case". Usually eBay gives you only ONE chance to open a case, so it's nice that someone is giving you the chance to open the correct case. Have never heard of that happening, however, so you need to keep your eye on the situation.
Just in case this doesn't work out like you want, keep in mind that you have 180 days to open an item not as described case with Paypal.
