You need to contact the seller, this is a discussion forum. You may need to open a case to get refunded.

After two months you will have to open a case in PayPal or with your  credit card co.

You should contact the mods about removing your personal info as this is a community forum and not the seller you bought from.

As the last estimated delivery date was October 18, you've passed ebay's 30 day limitation on opening a case. You will need to open an item not received case with PayPal (as already noted) instead.
