I recently purchased an item from what seemed a reasonable seller from china (400 feedback). tracking was provided and some time later receive a text message that my shipment is available for pickup. I get online to check the tracking and it shows that it was delivered to a city 200 miles away. I assumed there was something wrong with the tracking and went to my local post office, they checked and it was in fact sent to the wrong city. They also mentioned that it showed the weight of the package was 20 grams (was supposed to be a piece of electronics). the seller won't respond now and I can't open a case because estimated delivery ends in over a month, by that time the item will be sent back and it will seem as if I hadn't picked it up.
Any ideas how to go around this situation?

Start an Item Not Received dispute at PayPal at http://paypal.com/disputes if that's how you paid. It's unlikely you will win a case at eBay, as eBay gets confused by tracking if it says "Delivered" even if it was delivered in another city, or actually delivered back to the seller!
Then immediately click Escalate to PayPal (at the bottom of the Messages page). If PayPal can see delivery in Lithuania, PayPal will send you the "Delivered" tracking number:
Click "Continue claim" and explain that the delivery was 20 grams and 200 miles away. Then wait for your refund.

Unfortunately i paid with my credit card. I'm thinking maybe I should ring up the post and have them send it to me? now I can't even open a case through ebay as I technically haven't received the item

Did your post office say it was addressed to a city 200 miles away or that it made it there by mistake?
Is the postal code the same or similar?

it was addressed there. the postal codes are nowhere near similar

Your scam seller deliberately sent a cheap trinket to another address in your zip code. Call the credit card company and do a chargeback. Once you get your money post a negative. Do not mention refund or case. Write l “Seller is a scammer. Sent wrong item on purpose.” This will keep buyers away.
