Item returned wrong address - buyer wants item. I need to send an invoice for more postage. How do

 You are NOT allowed to change address for customer (that is against EBAY rules).  Tell the customer they need to update their PayPal and other credit cards with their correct address (that is where shipping address gets pulled from).

Refund money to customer for returned item.   Then relist item and customer needs to purchase item again (using correct address).

There is no way to do that through eBay anymore. Your best bet is to cancel the sale, for problem with buyer's address,  and let eBay refund the buyer. After that, if they still want the item, you can arrange to relist it and have them buy it again. After they get their address fixed on eBay.

Do not send invoice for customer to pay more for shipping; you need to do this:

Cancel the order and refund. Tell the customer to fix their address to the correct one, then repurchase. Raise the price to cover the 2nd shipping cost.

 Actually the shipping address get chosen from the eBay checkout screen and can be changed just before payment, not from Paypal or another payment source. It's been a few years since it was pulled from Paypal rather than from eBay.

Thank you everyone for helping.  I have refunded buyer for purchase less shipping.  I then relisted the item for private sale.  Appreciate your help.
