Item not received due to COVID restrictions

On 17 April, I bought DIOR CAPTURE TOTALE LE SERUM MULTI-PERFECTION SERUM 50ml New IN WHITE Box AGE, from a seller by the name thotan6. Due to the COVID-19 situation the item has not reached Bulgaria at all, which I came to know later. Since there was a more than a month delay in the receipt, I filed a case for RETURN. and informed the seller about that. Thotan6 advised me to cancel the RETURN case, and to file a case THE ITEM WAS NOT RECEIVED. I canceled the RETURN and tried to file AN ITEM WAS NOT RECEIVED case. Unfortunately, by today, I am NOT able to file such a case, and obviously the seller is taking advantage of this situation in order NOT to send me a refund. She offered me a refund of $120 instead of the full $141.98 deducted from my card, because she "had to pay some fees"... I would appreciate your help to get my full refund of $141.98.

Once you close a case, you can't reopen or open another.  You should have filed an item not received case. If you paid with paypal, file an item not received case with them or the payment service you used.

Thank you for the prompt response! ..."Once you close a case, you can't reopen or open another"... - this is also, as I expected. NOT possible to do whatsoever... Any time I try to open a case, I get a message ITEM NOT FOUND. I am really confused what options I have in order to get my refund.

Call the number on the back of your credit card, and file a chargeback for Goods not received. If it's not too late -- over here,  we typically have 60 days from the statement showing that purchase --your card issuer will get you your full refund.

Thank you for the reply! I paid by direct debit (debit card). In the past I had a hack-problem with PayPal, and since then I prefer not to use it. Unfortunately, more than 60 days have passed... In case you can think of any other way to solve the problem, I would be very grateful.
