I bought this car emblemon Oct. 26 with an estimated delivery of Nov. 2. Haven't recieved it and seller hasn't provided tracking. Opened a case with Ebay today but looks like I can't even ask Ebay to step in until Nov. 9. Why do I have to wait another 6 days when it probably hasn't even been shipped. If the tracking doesn't show it as being delivered by the estimated delivery date, isn't case automatically closed in my favor?

Estimated delivery is just that, an estimate. Those extra 6 days give the shipping company time to catch up. Delivery companies are notorious for not delivering on time. Tracking not being uploaded yet is fishy, but it doesn't mean the item hasn't been shipped. Have you tried sending the seller a message?

When I filled out the form to open a case, it automatically sends my message to the seller first before I can even actually start a case. Can't even ask Ebay to step in for another 6 days after that. Item is just a one ounce first class package.

No you don't get an automatic refund just because it doesn't show shipped by the estimated delivery date. eBay gives more time for a package to arrive after the case has opened because an estimate is just that an estimate not a guarantee

That's possible. It's also possible they don't use eBay shipping and just didn't upload a tracking number.

Those 6 calendar days are there to give your seller ample time --
to quickly ship something "Delivered" somewhere in your zip code --
thus avoiding a defect, and close the refund request against your favor.

eBay doesn't automatically close INRS in your favor unless you ask them to step in and the seller Hasn't provided proof of delivery. The seller gets 3 full business days to respond to the case so that's why you have to wait until next Thursday. All sellers get the same amount of time to respond. It does appear the system is adding in an extra business day here.

In direct conflict with policy, your seller does get the 4 business days:
to fabricate a tracking number to add to the refund request.
And even then, that tracking merely has to show "In Transit" --
for eBay to delay your request, awaiting the tracking to show "Delivered".
