I ordered an item from seller on 26 Nov 2016
I waited 4 months as deliveries and customs can take time to South Africa. Then queried as not recevied. Seller claims can only see 90 days though I have the receipt and shipping notce from ebay and left me feedback on 26 November. Says I must take it up with ebay
However finding a way to raise the query is imposible as each time I try it insists I search for the item, then it cannot find iten no matter what I put in the search box. (Seller ID, product code, transaction number, description.)
So how do I actually successfully raise this with ebay support for resolution or refund ?

Ordinarily, on the US site, you have 30 days to open an item not received dispute (from the last projected delivery day) and 60 days to leave feedback. 90 days is too late for ebay to do anything; the transaction has already dropped off their radar. I hope you paid with paypal, because you have 180 days to dispute a transaction, including one which seems to have gotten lost in transit. Go to your Paypal transaction history, find the purchase in question and open an item not received dispute there. As a last resort, file with your credit card, if you used that to make the purchase.

Sorry, you've now exceeded the deadline to open a case at eBay (within 30 days of the latest estimated delivery date). But you can still open a case at PayPal (within 180 days of payment).
Next time, please be sure to open a case before a deadline, regardless of what your seller promises.

Is it also ebay policy to make it near impossible to connect with customer support, even though seller has told you to do so.
Is it not in best interest of seller and ebay to ensure buyer does not feel robbed and somewhat left having paid for something that may well never have been shipped?
Then make it the buyers problem to resolve with paypal or credit card company.

This is a seller that already failed you.
And still you allowed the seller to trick you?
It is up to you to read the eBay Money Back Guarantee that's plastered all over the site and the listing you purchased.

You don't need eBay's so-called "customer service." In fact, it's best avoided!
Even for international transactions, buyers need to abide by the specified timelines for INR (item not received) or SNAD (significantly not as described). The eBay window for INR is 30 days from date of purchase (actually date of shipment, but a good idea to beat the deadline). Basically, you waited far too long to complain -- you needed to open an INR complaint before December 16. Had you followed proper procedure, you would have had your refund before Christmas! (If the order eventually arrived, you could always pay the seller again.)
Completed listings (sold or unsold) remain on eBay's servers for 90 days. It's up to you to retain copies (paper or PDF) for your records.
Paypal allows INR or SNAD complaints up to 180 days after payment. In reality, however, claims generally occur within 60-90 days.
Most credit card companies also offer a generous timeline for complaints. Usually it's 2 billing cycles but can extend up to a year in some instances.

Sorry, it's 30 days from latest EDD or actual delivery.
And not 30 days from the "date of purchase" nor "actually date of shipment".

eBay has excellent buyer protection, BUT it's your responsibility to be aware of the deadlines for filing a complaint. You can't wait six months and then claim it's eBay's fault they no longer cover you.
