on the 12th of September I ordered an item, the seller was no contact, and did not register the item as shipped. So after a while of trying to contact this seller I decide I just wanted to try and refund the purchase (the no contact from the seller was sketching me out), I had previous to this never had to refund anything over ebay before so i opened up the wrong type of case, a return case instead of a missing item case (not that it mattered since the seller never even responded to it). Anyways I closed the case after finding this out and try to open a missing item case, turns out I cant because it says the order is estimated to "arrive on the 20th" even though I was never informed of the item even being shipped. fast forward to the 20th, it never arrived, ok thats fine ill wait till October. Fast forward to October 2nd, it never arrived and so I decided to file a missing item case, but i cant now, whenever I try It tells me I already have a case for the item (the previously closed return case) and I cant open a new one. Is there anyone here who knows what to do in this situation, I would contact ebay but it seems like thats practically impossible nowadays. Thanks in advance, -yah boy.

There is eBay protection and then there is PayPal Protection (PayPal processes most of eBay's transactions) and then there is your credit card protection.
Sounds like you have tried the eBay route and yes, that silly rule about once a return is closed by a buyer they can't open a case (they try to make that clear).
Now you have Option #2, go to PayPal and file a dispute. The seller will be asked to show tracking that confirms delivery otherwise you get a refund.
If that doesn't work, hit up your Credit Card buyer protection.

Hey, hate to be harsh but what is one thinking about filing a 'return' request when one has not yet received an item? How is that suppose to work? So you learned something on this purchase.
Second, you mention you had no idea of when an item would be delivered. If you look at any listing there is an Estimated Delivery Date (EDD) on each and every listing. Then when you purchase something you can find the EDD right there on purchase record. eBay makes is pretty clear as to when one should expect delivery. That is because you have up to 30-days from the EDD to file a case for INR! So another lesson.
The long delivery time is something one should look at when buying on eBay. There are Chinese sellers and those delivery times could take 6-weeks or more. NEVER buy anything with an extended delivery time. Pay a few extra bucks to get it from a USA seller.
Now one thing you might do in this situation is to call eBay CS and admit to your error and beg their indulgence and request they allow you to open a INR case. Normally you can only have one "case" per order - another lesson. So throwing your self at the mercy of eBay is you best option as long as you don't mind getting 'no' for an answer (you may get lucky and get a yes!). Do it BEFORE contacting PP as once you open a PP case, you lose any and all protections afforded by the MBG.
Sorry there are so many 'lessons learned' here! One good thing is that you found these help threads and can ask the net time, in advance, and get help to do the right thing!

If you paid directly with your visa card, file a claim with them.
If you used the visa card to fund a paypal payment, you should try to file the claim with paypal.
