Ordered a used laptop on July 1st, Received an email saying it shipped & had tracking number included, But checked tracking on USPS & it said it hadn't even left the state from the seller, Yet checked tracking on eBay & it said it was in transit. It was estimated to arrive by July 13th, Then 21th & now the 28th. Even tried contacting the seller but not heard back.

What does the tracking number say today?
you have 30 days from ebays latest delivery estimate to file an item not received case.

That means it wasn't shipped.
File an INR complaint with eBay.

If the last estimated delivery was July 28, what good will it do for the OP to file an INR now--on July 23?
I highly doubt ebay's estimated delivery date was July 28th. OP should file an INR now.

It's based on the current date.

It hasn't left the state because the laptop is still sitting at their house and they never shipped it! Some sellers spend a small amount of money on a shipping label just to fool Ebay and the buyer into thinking it is on its way. Then they just pocket the rest of the money and keep the item. I already had this happen once to me in the past month and currently am dealing with another seller who seems to be doing the same thing to me. Time will tell.

Printing a label doesn’t fool eBay or the buyer.
