Item Returned as Undeliverable by USPS - How to Refund Buyer but get back eBay Final Value Fee

I sold a $99 item to a buyer in CA on a BIN transaction.  Total was $131 with postage.  Tracking shows the item was delivered on the 9th and then on the 28th RETURN TO SENDER was initiated.  The Post Office rep tells me that the address is a large apartment complex.  For a large parcel, the procedure is to leave a notice in the recipients mail box and leave the parcel at the property manager office.  USPS suspects that the customer ignored or misplaced the notice and never went to collect his parcel.  On the 30th, the parcel arrived back here.

 

USPS won't refund the $32 in postage.  Buyer wants me to resend, which means I would need to pay for postage again.  This seems unfair since in no way am I at fault.

 

I think the thing to do is refund the buyer the $99 and relist.  I can't seem to find an option to refund just the purchase price, not the whole $131.  And if I initiate a refund in Paypal, I doubt I will get back my Final Value Fee.

 

So what is the best option for me?

For you I couldn't say.

 

I wouldn't refund a penny and wait until the buyer contacted me before I decided, if anything, to do at all.

Buyer claims to have never received a notice. But he indicated he would be happy with a $99 refund and would forget about the $32 postage.

You can log onto Paypal, locate the transaction, scroll down about half way to ISSUE REFUND. The default is the total payment, so for a partial payment, you will need to change the amount. Then send.

Do not use the SEND MONEY tab. You want to use ISSUE REFUND so there is a "paper trail" if needed in the future.

Paypal will credit you back the 2.9% on the refunded amount but not the .30 transaction fee. ebay will not credit back any of the Final Value Fee on a partial refund. They will only credit back the FVF on a full refund.

eBay often will give a fvf credit for a partial refund if the seller phones and asks for one.

This is a great option for you.  Just make sure you send an email in the Ebay system outlining what you are refunding to the buyer and why.  Ebay likes to have that record and it will  help to prevent them giving you a defect for refunding something without a corresponding claim or cancellation.  

 

Then call Ebay and request your FVF back on the product.  Explain what happened, they should easily give you a credit for it, but it will require you to call.

A rare occasion where a buyer is willing to eat the cost of their mistake, indeed.

 

Not many people would willing be into an item for that much with nothing to show for it.

 

Make sure they have alread opened an INR and you have closed it. They can still leave negative feedback.

No seller should be encouraging one of their buyers to open a claim.  If the buyer has not opened one that is in the seller's best interest.  Anything a buyer may be having a problem with can be handled through emails with the buyer.  A seller should NEVER require their buyer to file a claim to work with them on an issue.

 

It is important to remember that starting this month the mere fact that the buyer opens a SNAD or INR counts against a seller, no matter the outcome.  So it is NOT in your best interest to have them open any kind of claim ESPECIALLY when they are willing to work with you just via emails.

If I received an item that USPS has declared to be undeliverable, I would send one message to the buyer through eBay messaging advising of the situation and request them to respond with their ideas on how to handle the situation.  I would then secure and store the package awaiting the buyer's reply.  There is no reason to immediately consider refunding anything.

 

If the buyer decides that they wish to cancel the transaction I would then refund the invoiced price at the buyer's request.  While I'm not sure of eBay's current policy on recovery of the shipping already used, I would simply eat the loss and write it off.

 

If the buyer decides that they want the item re-shipped, I would expect them to pay for the additional shipping and invoice them for it.  Provided, of course, that the problem wasn't a clerical one on my end.

 

If, as sometimes happens, the buyer fails to respond for some reason, I would continue to secure and store the returned shipment until such time as the state law in my state deems the item to be abandoned.  After that I would dispose of the item as I see fit and keep whatever money the buyer had paid, considering it compensation for the safe storage of the item until it was abandoned.

Boy I disagree with that.  I have no need or desire to keep someone's money when I've gotten the product back in suitable condition for resale.  There could be all kinds of reasons that life got in the way for the buyer which may leave them unable to contact me.  I would and have issued refunds to buyers that I was unable to get in contact with.  I refund them less any costs I may have incurred, but they get the bulk of their money back.  I only speak for myself, but I will continue this practice as long as I sell on the internet.  Again, I am only speaking for myself.

Ebays policy would allow you to not refund since the buyer either provided an invalid address. So the seller would be well within their right to deduct the original shipping cost and ebay & paypal fees from the refund. Ebay would not require the seller to issue a full refund in this situation.

If the buyer doesn't reply to the seller's message explaining what had occurred and requesting input as to how the buyer wanted to handle the situation, why would it be appropriate to assume that the buyer wishes to cancel the transaction an receive a refund.  By messaging the buyer, the seller has attempted to make the buyer aware that the item had been returned to him as the sender and requested the buyer's instructions on how to proceed.  The ball is now in the buyer's court and the seller can logically do nothing else until receiving a reply from the buyer.

 

Of course, if the buyer chooses not to reply to the message it is unreasonable to expect the seller to continue to secure and store the buyer's property indefinitely.  Therefore, it is reasonable for the seller to, after a time usually specified by state law, consider the property to be abandoned.

 

As I mentioned, if the buyer replies to the message and requests a refund, I would refund and if the buyer wanted it re-shipped, I would do that provided the buyer was willing to pay the extra cost.  

 

Oh!  I should point out that you would not be able to legally resell the item simply because it was returned as undeliverable.

All sellers should be using the very few concrete protections ebays gives us.

 

It would be absolute foolishness not to.

 

...but if you like negative feedbacks, that's a good way to collect them.
