Item Not Recieved, Could this be a new scam?

Item WAS NOT really received, but tracking appears to say it was delivered. I have had this happen twice in the past 6 months and got to the bottom of it with the postmaster and eBay refunded me. I have another one now and I believe I just figured out whats going on. I believe a new scam is brewing and this is how it works. Seller sets up a new account and sells a few orders of something valuable like silver coins at a low price, say $135 for a roll of quarters. You buy it and pay for it. They do not use an Ebay mailing label but mails via their own label via USPS priority mail. The kicker is they mail it to an address in your town but not to you. Tracking only says it was delivered to a mailbox in you town. Ebay assumes it arrived at your address when it did not because it says "DELIVERED IN/AT MAILBOX Mar-16-17, 11:16 AM, Your Town, 55961" but it does not confirm it arrived at your mailbox. It is extramely hard to find out what address it was actually sent to. Unless you can get that info... you lose. The new seller has no history, if all the new buyers leave negative feedback he doesn't care. I have had photos from the postmaster of packages sent to others in my town with my tracking number on it.

This is my opinion about the matter. It was confirmed twice by USPS, so I think there is something to it. Try to fing out from USPS were it was addressed to. Any Ideas?

To accomplish the above:

In order to get the post master to do anything you have to take a copy of the Ebay info to the post office and open a complaint, wait a few days, get the info (IF AVAILABLE) email it to Ebay and .....

DO WE HAVE TIME FOR ALL THIS! I just wanted to buy something, pay for it, and recieve it in good shape as represented... that's all.

 

Ebay needs to have redilly available street delivery addresses from USPS to settle claims simply. It is their job to help prevent mail fraud.

 

Wouldn't it be easier to just stop buying from Ebay?

Sorry to all about the frustration in he last post. I strive to be reasonable but between my personal and bussiness Ebay accounts I have had 4 of these lately and it seems another for around $1,300 brewing as I write this (2 days past delivery date, no tracking number, no response from the seller) . To get these issues worked out just takes a lot of time. I have hours in it. Why so many for me? I am considerate of new sellers and try them out (Iwas a new seller once). We all need new sellers and good ones need a fair chance, new seller accounts seem to be the common factor in all this.

Truth, is the post office has a lot of internal info along with the package.

What happens to people who file these claims is exactly correct, mail fraud.

Sellers are not creating accounts to scam buyers. (If your not sure about a seller, look at how long they've been on eBay selling) - If they've been selling for years, then you're safe knowing your not getting scammed; moreover... what's more likely is buyers read these type of messages and think they can just claim not received, (it's a huge mistake ).. not only does USPS use tracking that shows proof of delivery, using your zip... they also know a lot more internally, like what date it was delivered, but also who the mail carrier was, and unknown (to most of the public) they are using GPS tracking.  We have a direct line to post masters, and use it to get to the bottom of people claiming not received. (What happens is usually one of three things)...

99% of the time ironically the package magically appears... then there is the the other scenario, where the post office stops all delivery to the address, because it's usually not the first time, and then there are the ones which end up in federal court.

Bottom line, there are a lot of good sellers, who've been selling for decades, use them; if your unsure... the tracking shows online : city, state and zip...(which is enough for your protection) what most don't know, is that there is a digital signature, GPS tracking ; and more internal info, that the public doesn't get to know; USPS has this info, for their protection. Good luck, if they suspend your mail. 

FYI been selling online, before tracking was even available... Just choose wisely.

This Happened to me Last Year and I got my Money back Same Name and City and zip but different street address. Post Office Tracked down the Package no phone only a Key ring. I Started Asking all new sellers to ship using signature delivery. Some will send the but the fraudsters don't this seller i asked to ship with signature he doesn't now no item but it says delivered. Something needs to be done I guess i will also ask that the use ebay shipping label too

Who do I contact? It seems that every time this happens, the scammer wins.

 

My seller shipped via Fedex, so I can't just go down to Fedex (I could for USPS) and ask for that information, since they do not provide it for privacy reasons, nor do they have to provide me that information.

 

What do I do in this situation if the scammer has shipped via Fedex. Nobody I have contacted at eBay or Fedex has helped me with my problem. They don't even understand my problem.
