Issuing a Return with Managed Payments

I apologize if this has been asked 100 times as I know eBay is chaos right now.

 

I have 3 returns to process, 1 of which I do not want to issue a full refund due to the condition it came back in. When I tried to issue the refunds, I kept getting error messages saying they could not be processed. I have been chatting with ebay for hours, have been transferred to 8 different people and have gotten 8 different responses until I was 'hung' up on. 

I was told because the sales took place before I entered managed payments, that I have to issue a refund through paypal. I currently have 0 funds in paypal because I have had to completely restructure my business payment model (including opening 3 new business checking accounts in preparation to join MP. 

When asked if eBay would still support me for the partial refund if the buyer tried to leave a negative or fight it, they would not answer me. 

Does anyone know what is going on? This combined with a thousand other issues since being forced into MP is making me dangerously close to just deactivating my account.

Sounds like you'll need to add funds to your PayPal account, either by adding from your checking account, (up to 5 business days), or have someone send you money with Friends & Family.

I have my business CC set up as my back up payment on paypal. I issued 1 refund and it sent an e-check from one of the accounts that I have linked. That is a paypal issue, but I am not understanding why I cannot issue a return through eBay so that I can be protected as a seller.

Here is the reply I got from paypal

 

"The reason that ebay is telling you to make all of your ebay refunds through us is because there was another change on ebay's side where they no longer allow refunds to come from a bank and only allow the funds to come from the Pay Pal account directly."


Did I miss where eBay announced that? I'm pretty sure buyers are not going to be happy when their refunds are issued as an e-check, or have to wait for my funds to transfer, because I was not informed that I should keep funds in my paypal account.

I issued about 10 refunds in the past week, most of them through Paypal. I also got an error message when there were no funds, although one refund was paid as an e-check. I ended up adding money from my bank account to cover the refunds. It takes about 5 days for the transfer, though, so let your buyers know.

Looks like it, it's was changed a while ago.

You don't need to refund your 3 buyers. eBay policy says:

 

If the seller doesn't issue a refund within 2 business days of the item's delivery to the seller, we will automatically issue the buyer a full refund on the seller's behalf. The seller will be required to reimburse us for such refunds. Learn more about reimbursement

 

So eBay will step in and refund your 3 buyers, then bill you for the refunds, which you can pay when you have the funds.

It was either last December or the first of the year when Pay Pal stopped pulling funds from your funding source to cover a refund.

And that was Pay Pal, not Ebay.
