Issue with Seller, item no longer in my list

Hello guys. I have bought an item on July 10 2017 and I have not received it yet. I have contacted the seller for the first time on August 31, he told me to wait. Next message was on September 4, with him saying that parcel had arrived in my country and it was delayed in customs. I waited patiently and messaged him few weeks later and on September 28 he has "shipped" the item again. Few months later I got the exact same response that the parcel had arrived in my country and it was delayed in customs. Once again I waited for nothing and did not receive the item so I asked for a refund. Same thing again he "transfered" the money to me twice but I didn't get anything. I am unable to contact ebay using that item because it was already removed. What should I do in this situation?

There's only one thing to do IF you paid with a credit card: contact them at the number on the back of the card.

 

Your ebay protection ran out 30 days after the last estimated delivery date. PayPal protection ran out 180 days after the payment date.

 

Next time, do NOT let the seller string you out past those deadlines. Never. Ever.

Thanks for your answer.  I did pay with credit card, what number are you referring to? The purchase number in my  card's history?

No the number on the back of your credit card. You can probably just log into your credit card account online and dispute the charge too.
