I bought a laptop charger that ended up not being the correct one. The seller has accepted a return and when I went to a post office I was informed that because the charger was made in China and being sent to Mexico, that it would most likely not make it to the seller due to an embargo; that their Customs Dept. would flag it, inspect it, see that it has "Made in China" on it and throw it away. I would love to get this back to the seller but if it never makes it to them will I still et a refund? Is it my responsibility if it never gets delivered? Any help is appreciated as I cannot sem to be able to contact anyone at ebay. Thanks!

If the tracking number to the seller doesn't say delivered the seller doesn't have to refund. You should resell it instead.

Right there is what is wrong with eBay's return policy and also some of the advice given out on these boards. You are telling the OP to claim " Wrong item sent" which is not the case here. By using that reason in the drop down they are claiming that the seller sent them a different item than what the they ordered.
The OP has stated "I bought a laptop charger that ended up not being the correct one." which would make the return "Ordered by mistake". They are clearly accepting responsibility for their error in buying a laptop charger that for whatever reason wont work with their laptop.
I guess your way is one way and probably a popular way to "get a voluntary or a forced refund". The OP may even get a free return shipping label claiming it your way.
