Is it necessary to include an EORI number when sending items to the UK?

I am a seller based in South Korea. I need to send goods to the UK, but there was no information regarding the EORI number.
I read that if I don't provide the EORI number, there could be issues during customs clearance, so I applied for one myself. However, someone told me that the EORI number should be issued by the buyer, while another person said it should be issued by the seller.
I am very confused as to which one is correct. I would like to seek advice from sellers who have shipped items to the UK from non-EU countries.

Hi, I ship ca 4 items per month to UK (from USA). I heard about this but I don't have any such number. I sell prints, they go thru the customs with no problem (you do need to have ebay's tax ID number for GB + a 10 digit Harmonization code on your customs form.). Last two orders I mailed on September 3 and they were delivered on September 11, without any issues.
Here is a UK site dealing with Eori. Note, that if you sell 'non-controlled' goods, you don't need that number (also, if they are for personal use only). Check UK customs site to see, 'controlled' goods.
