I have a seller in China who wants to offer a partial refund for a defective product. Am I required to accept a partial refund for a defective product. Return shipping is almost 4 times the price of the item/

And if the seller does not provide the return you should be able to get the case closed in your favor. That means you will get a full refund and NOT have to send it back.

No you are not , just follow MBG procedure as seller is responsible for return shipping.Decline the offer and ask ebay to step in , seller then will have 5 days to provide return shipping thru PP...

No, the buyer is not required to accept a partial refund. The seller is required to pay the return shipping for the return.
