 I accepted an offer from a buyer in Germany (I am in the US). He receives this message when he tries to pay. Basic translation is that “this seller” does not ship to Germany, and to purchase from a different seller. eBay in Germany said it is a problem on my end. eBay in US told me that the problem is on the buyers side. (The item is 3 Zippo lighters Vietnam Era)

 

This problem also happened to me with a buyer in UK (different item, Vietnam MIA bracelet)

The only connection I can see is both titles include “Vietnam”.

International shipping problems

The issue is you only ship those within the US and most likely since they are lighters are prohibited from being shipped outside of the US.

ETA…I see you use eIS. eIS won’t ship lighters, which is probably why your listing shows as only shipping in the US. Even if they are empty of lighter fluid they can’t be shipped. Sorry.

Reason being…

Old cigarette lighters are considered potentially combustible and are categorized as hazardous or restricted materials, which are not allowed in the program.

Hello,

I ran into a similar when someone in Germany contacted me through eBay messenger and said that they were interested in a product I had listed up on eBay. But that my listing showed that eBay Global service couldn't ship the item to Germany. Although Germany is in the eBay Global shipping list. So I decided to investigate and here is what I found out about shipping or sending items into Germany.

Key registrations and documentation
  • LUCID Packaging Register: Mandatory for commercial sellers (online retailers / includes eBay sellers) sending packaged goods to Germany to get a registration number, ensuring packaging is licensed via a dual system. (First you need to register yourself to access the LUCID portal, Second you will need to fill out the LUCID form (I stopped here because it require my SS# to be registered in Germany since I  do not have a business Tax ID#)
  • You will receive a LUCID registration number, also known as an EPR (Extended Producer Responsibility) number for packaging.
    You must then license your packaging quantities with a dual system (a private recycling company) and report this information in your LUCID account.
    You may also need an Economic Operator Registration and Identification (EORI) number if you are established outside the EU and lodging customs declarations for commercial shipments.
  • Customs Declaration: Required for all shipments; includes a detailed commercial invoice and customs forms (e.g., SAD, CN22/23).
  • EORI Number: Required for businesses importing goods into the EU (including Germany), especially for commercial shipments.
  • Certificate of Origin (COO): Sometimes needed for specific goods subject to quotas or duties.

Needless to say as a seller of one time eBay items. I will not be selling into the Germany marketplace.

I am having the same issue - a customer wants to order and lives in Germany.

They asked if I had Germany open - and I did / do.

But for some reason the computer they are ordering is giving them a buying attempt error.

That's how I found this post. Hoping to find more information - I've never had this happen before on any other country with eBay international (we have used this for France and other countries with no difference).
