When shipping international standard, my label reads a local address here in California to the eBay shipping center.
However my item is leaving the country.
Am I able to use the large flat rate box to ship since the item is first being mailed to the eBay shipping center?
If so, will this create another cost or expense?
What is the preferred least expensive method?

I don't know of an eBay GSP location besides the one in Erlanger, KY... is there another?
If you're saying that the return address is in CA (yours) and the shipping center in KY (GSP), then you're good.
If you're saying that the address in CA is the receiver , then maybe it's a Freight Forwarder?
Shouldn't cost you more either way, if I'm not mistaken. Hopefully someone will correct me if I'm wrong. Good luck.

Yes, you can use the flat rate box. USPS is only being used until the package reaches the shipping center so there won't be any added expense.

The op is using ebay's international standard delivery program, not the gsp. There is more than 1 shipping center for ISD.

At a ship weight of 15# flat rate is likely a good choice.
Had you listed with "flat rate priority box"shipping you may have gotten some domestic bids.

as you are close to the center, an online label Pri by weight may be a bit cheaper
