I’m a first time sell. Fist item shipping from US to Germany. After sending an invoice, am I covered by eBay for payment? If not, I need to hold shipping.

First off, you need to learn about selling and read the money back guarantee. Your question indicates you don't know what you're doing.

 

Second, I would NOT ship internationally as a new seller.

As for you question you can use eBay shipping and pay from pending funds:

Other wise funds will be held for 30 days if you are a new seller.

If you ship to Germany you are required to belong to a new packaging program.  Unless you sell to Germany fairly often it probably isn’t  worthwhile to sign up and pay for that.

It doesn’t appear that your listing offered shipping to Germany so if I were you, I would cancel the transaction using the reason ‘problem with address’.

Since you are a new seller I would join the others in recommending that you do not ship internationally until you have at least 10 DSRs, know what DSRs are, and understand their utter unimportance.

In other words, until you have a lot more experience.

 

Sneakers are a high value/high fraud category (on both sides of the transaction), which is another reason to be cautious.

You need to check yourself before you wreck yourself.

 

Before you can sell Internationally, you'll need to:

•Have an eBay account in good standing.

Have earned at least 10 feedbacks as a seller 

Have made your first successful sale more than 90 days ago 

•Post in an eligible category. Ineligible categories for international sales include Video Games, Movies & TV, Hunting knives,  Auto parts, and Vehicles

•Ofering shipping to the United Kingdom, Europe, or worldwide. Specifying shipping service to these areas is highly recommended, since listings without specified shipping may be moved to the bottom of the Best Match search results
