I'm listing a 14 oz. item to sell to international countres. Canada in particular. The listing shipping charge shows = $22.43. The Ebay rate table shows it should be = $12.46. Any one know why it's different? Thank you.

The $12.46 rate is just for the international shipping. You have to add the domestic rate to get it to the hub in Illinois to that. So Domestic shipping $9.97 + International rate $12.46 = $22.43 for the buyer in Canada.

The buyer is shown shipping plus customs fees. You are shown cost to ship.

What is the cost, through Ebay to ship a 14 ounce package to Canada? Retail it is $22.23. I use Pirate Ship and the cost would be $12.49.

The poster is talking about the shipping charges, they have nothing to do with the customs fees. The buyers is shown shipping and taxes (if applicable) as separate line items.

Where do you see 12.46? The 22.43 is correct for a 14 oz package to Canada with usps first class international. Are you looking at the ebay international shipping rates? If you are, you need to first sign up for EIS and mark your listings as no international shipping. Then ebay will put in the EIS rate. The rate the customer sees will be made up of your domestic shipping rate plus the EIS rate.
Most of your trading cards are shipping to Canada at $2.50 which would be lettermail with no tracking? Is that what you wanted?

Those rates are for eBay International Shipping @mpapz and as PJ said, your listings are not set up with eBay International Shipping so those rates are not relevant.
If you want to sign up for eIS follow PJ's instructions above, and you'll most likely have to switch from auction format to fixed price listings for your items to qualify.

I am signed up for eBay International Shipping. To my knowledge it can be auction style also. I leave the listing as no international shipping.
