is there a way to combine sells in a custom form? I have a buyer who purchased 16 separate auctions. Its all Diecast cars, so they aren't packaged separately. is there a way to combine and show the allowable amount of sales on a Customs form to Croatia?

Depends on how you are shipping it. (Disclaimer - I don;t use eBay international so maybe someone can chime and in confirm or correct).
As I understand it eBay international will not allow you to combine orders. They have to be shipped individually.
BUT if you ship them direct by USPS or through a third party shipper such as Pirateship or stamp.com etc you can put them all in one box as a single shipment (Gonna cost a LOT less than 16 individual boxes..) Be sure to copy and paste the tracking number into EVERY one of the sales.
In that case the customs form would simply read
"16 Assorted styles die cast miniatures" with a total amount of the sale being the dollar amount you enter. Since they are all the same type of product you should not list them individually since the customs form has a maximum number of lines - somewhere around 4-5 I believe.

If they are all the same items that were a similar cost I usually just fill in 1 line of the custom form as @richard1rst suggests and average out the total cost between all items. I'm not sure how the USPS form works but in Canada you would also average the weight on the customs form.

I'm fairly sure they don't fill in a customs form if they are using EIS since they are shipping it domestically.
