Insured Tracking USPS

I shipped an item Parcel Select and insured it for $600 , the shipping label doesn't say "Insured", it says "Signature Tracking", which make sense insofar as the buyer will need to sign for it.  Or should have to sign for it. I did not purchase additional services like "Signature Required". I think, not sure, that the item will need a signature before it can be scanned by the carrier as delivered, then I will get a copy emailed to me or available for viewing online? In recent years there have been some relaxed standards on signatures. 

 

What if the item is left at the delivery address without signature, and it is stolen?

 

Also, reading through the voluminous postal regs, I might be reading this wrong - but insured mail, the sender is responsible for postage on returns.  This item weighs almost 30 pounds. Let's say for the sake of argument, the buyer refuses delivery. Now what? Should I be writing "Do Not Forward" or somesuch in this situation?

I can't imagine why a buyer would refuse delivery, but if they do it would be returned to you.  However, the buyer has voided their eBay Money Back Guarantee and you can deduct all your expenses from the refund.  I haven't had any problems with Signature confirmation.  I actually request Signature confirmation and insure my items that are over $100.  I don't want them dropped on someone's porch where it can be stolen.  I get my insurance through a 3rd party carrier which is quite economical.

If the item is scanned as Delivered, with or without signature, then you are covered under eBay's seller protection policy. USPS requires a signature for delivery of packages insured for $500 or more, so "signature required" is a more discreet way of telling the carrier to get a signature without pointing out the value of the item.

 

If the carrier leaves a pickup slip (rather than getting a signature or leaving the package without one because covid), then the buyer will have to go to their PO, present ID, and sign for the package.  If they don't show up, the package will eventually be returned to you.  IIRC postage for Parcel Select Ground does not include return postage, although Priority does.
