I sold a Keurig to a customer for $135 and the customer issued a return when it arrived because they changed their mind. So eBay issued a return and charged my PayPal for the return in the amount of $135, to which I transferred money to pay the balance then eBay charged my card for $135. So I was charged a total of $270, is there any way to dispute this and is it a PayPayl or eBay issue?
I'm new to the eBay game and don't really know how to resolve this. Any tips, comments and suggestions welcome.

File a dispute with your credit card company. You can do it over the phone. Don't remember the options, but most likely it would be a transaction that you have not authorized. They will credit your account and start the investigation. In case they need more proof (other than what you are going to tell them) you will easily provide them with the necessary documentation.
The other option is to contact Paypal and ask them to issue a refund. Make sure that you do not file disputes with both (bank and PP) at the same time. Wait until one dispute is resolved and if it is not resolved, than file with the other entity.
I would probably first call paypal to find out if they can settle the issue without too much hassle. If it seems that it will be too complicated, file with the CC bank (but when you speak to a PP sales rep, make sure that they DO NOT formally open a case).

Here's what happened, @ryanovo.
eBay issued a return and charged my PayPal for the return in the amount of $135, to which I transferred money to pay the balance
Your PayPal balance went negative $135,
then you transferred in just enough to bring it back to $0.
then eBay charged my card for $135.
When eBay failed to refund from your $0 balance,
eBay forced a refund from your card instead.
You will see your PayPal balance return to a positive tweet soon. If there is a next time, fix the negative balance plus add more to more than cover the entire refund.
