I selected Global Shipping Program in my listing - why do I have to mail directly to my buyer?

In my listing, I selected the checkbox to use Global Shipping Program. I'm using a USPS Flat Rate Box so I put $7.90 in my shipping price for mailing it to the GSP. Now I'm trying to print my shipping label, but it's having me mail it directly to my buyer at full price. Why? Last time I did this, I mailed the package to a US-based location and ebay charged the buyer for whatever the difference was to ship overseas. It didn't do it this time and I don't know how to handle this, considering the shipping will cost more than what my item sold for and ebay didn't collect anything past the $7.90.

Not all your items have the GSP.

The item you sold December 26 has no GSP.

Ah. That makes more sense. For future reference, is there a way I can limit my listings so they can only be sold in the USA? I don't want to charge a flat rate for shipping if someone overseas is able to buy it.

By editing all your listings. You can do that for all your listings at the same time.

 

You can block buyers whose primary shipping address is in a location you don't ship to. Go to https://offer.ebay.com/ws/eBayISAPI.dll?BuyerBlockPreferences&BuyerBlockPreferences=

 

Paypal allows you to block other currency.

This is confusing. If I don't offer GSP, why was someone from overseas able to buy my item? And even more baffling, why didn't ebay charge the buyer extra? Even though I'm using a small flat rate box, I had to pay $35 for shipping when it's supposed to be $7.90. Am I supposed to charge $50 for all my listings just in case someone overseas buys my item? This is ridiculous. I'm losing money here.

I opted out of the GSP and selected the "block buyers whose primary shipping address is in a location you don't ship to". Just one question - how do I tell what this "location you don't ship to" is set to? I can't find any option where it shows what locations I ship to, so I'm unsure if that included other areas besides the contiguous 48 states, which is the only place I want to ship to.

The options are in the listings.

 

I looked at a past listing and saw this which is what you want.

The item you sold December 26 is listed as "shipping worldwide" for only $7.90.

You need to go into your account preferences, site preferences, shipping preferences, Exclude shipping locations, and select the countries/region that you don't want to ship to. Then select the 'Also apply to current listings' box.

 

Do NOT go by what is in the listing - that is usually wrong if you don't have

the above set up properly.
