I returned an item. Do I still have to pay Customs Duty?

I purchased a $1,000 item from an international seller. I returned the item and a month later I received a Customs Duty charge of $200 from Fedex.  Do I still have to pay this? 

This is not a complaint, I just want to be clear on how this works because this is my first time experiencing this.

you may want to Google this, but as far as I know, when a package crosses international borders, there are custom or duty fees.
