Click on their feedback score. That will bring up their member page. In the upper right corner is a link "contact buyer". Send them a note. If you do not get a response then cancel and block.
BUT BEWARE: especially if it is an expensive item. Even if they email you their address it will NOT be on the eBay sales ticket which opens a chance for an Item Not Received claim as there is no address to compare it to for delivery conformation purposes..
I would be very careful.

That’s weird. How does eBay allow the buyer to put nothing as his shipping address?
Where specifically are you seeing this? Are you seeing a blank address when you click into the order details?

Don't rely on a sold message or an e-mail with the address. If the address is not shown in the shipping details, then be sure to check if there was actually a purchase. I agree with cancelling the sale indicating problems with the address.

Cancel the sale as Problem with Buyer's Address
You will get your FVF back. The buyer will be refunded (if he paid at all).
It may seem obvious but... DO NOT SHIP.
Someone who buys something that has to be delivered, but isn't bright enough to set up his account with his address, is not going to be an easy customer.

This actually happens? eBay has a security measure reminding you the buyer hasn’t paid yet? If so it’s actually a pretty good warning for sellers from what I see on the boards.

It does indeed. In the past, it would not let you print an international shipping label (or even the packing slip) until the buyer paid. Now that functionality has been added to domestic sales as well.
Until the buyer pays, there is no Ship To: address visible on the Shipping page (although it will show the buyer's eBay address on the packing slip for unpaid items), and there is now a honking big warning across the top, more visible than the one used in the past, to point out that they have no record (yet) of a buyer payment:
Also notice (above) that no Shipping options are offered before payment is made, and also that the longstanding bug of listing the package dimensions in the wrong order is (sigh) still with us. 🙄
