I need to issue buyer a return label

I cannot figure out how to generate a return shipping label.  On my return dashboard it shows return accepted at the top.  In the lower right hand corner is shows issue refund.  There are no other options.

If you accepted the return I believe that it automatically shows the buyer a 'print label' link. I don't think you have to send one.
