I am trying to send an invoice and the shipping isn't set up?  I then noticed the buyer is in the UK ?  The lowest shipping service shows 0 days.  Do I want to be sending packages to the UK? I know I probably have to this time?   I messaged the buy and explained I don't offer free shipping and I would send an invoice soon.  What I am doing wrong and what should I do? I don't want anyone upset.

If you did not have a shipping option to that country on the listing, you are free to cancel the transaction for and address you do not ship to.

You need to look at your listings again.  One I looked at says you ship worldwide, but you have excluded almost every country in the world.  If you don't want to ship international select that in your shipping preferences, and in your buyer preferences block buyers that have addresses you don't ship to.

can I just put 14$ or 16 $ for shipping and send the invoice ?

If buyer has not paid yet, click on Send Invoice and add an international shipping option with the cost.  Buyer will then be able to select this option and pay the invoice.
