I need a refund and I'm getting ripped off

I bought this USB sound card for my PC so my speakers would work, well I get the soundcard and it doesn't work, I've tried other usb ports and I've tried different cords and it keeps telling me "Device not detected". But that's not the point. Point is that, I filed for a return and refund, and the seller replied that they would refund 3 dollars.
I paid $11.28 for that and I'm getting ripped off. And there's no way I can directly contact eBay at the moment for some reason. What do I do?

You can decline the seller's offer of a $3 refund.  If you state the item is not as described, the seller needs to provide a prepaid return shipping label for the item's return.  Once tracking shows DELIVERED the seller has 2 business days to refund you.
