I am no longer being offered (and/or my buyers are no longer being offered) shipping discounts on any USPS or UPS services. (Only FedEx discounts are showing as available, and I' don't use FedEx anymore since last year when FedEx was fraudulently backcharging sellers by incorrectly measuring shipments.)
I'm not getting shipping discounts on any items in any category. My seller account is well established, since the year 2000, 100% feedback rating. Yet my parents account that they just opened last month to sell a few things (0 feedback) is getting ALL the shipping discounts for the items they're listing!
What did I do to anger the eBay gods to get my shipping discounts revoked?!
I recently opted-out of the eBay International Shipping program. Is this my punishment?!
Google is no help with answers. The best I've found is to remove your combined shipping rules. BUT HEY GUESS WHAT?! There's NO DELETE option on the Calculated Shipping rule once it's set up. And before you ask, Yes, I've gone through all my Shipping Preferences to make sure there's nothing wrong in there. "Carrier rate settings: eBay discounted rates" is ON and I've got 0 rate tables.
I've opted out of Business Policies. Is that why I don't get shipping discounts?

It is more likely you have Ebay display the discounted price to your buyers, and you get no further discount.
You need to check your shipping settings and policies. Sellers have an option to select whether the displayed calculated shipping is discounted or not.
You have been giving your buyers a benefit.

The problem is when I go to buy a label through eBay and the discounts aren't THERE.
This is all probably a problem due to the recent rate increases.
Worse comes to worse I can just use PirateShip until they get the kinks worked out here.

If USPS and if you're seeing rates exactly $4 higher than expected, or with UPS seeing rates exactly $12.95 higher than expected, then the problem is on your end. You're using the irregular package setting erroneously and the nonstandard surcharge is being applied.
