It most likely will take about 30 days to get to the US from Japan. I have received things in as little as 10 days from China, so it can get here faster, it just depends on the service type used to ship it. There is always a estimated delivery date on every item sold on eBay, that always give you a hint on where its coming from. If its over 10 days, its not in the US. As far as it being defective or damaged, that is not an issue as you have the eBay MBG to protect you. You would simply open a SNAD case in that example and the seller would have to pay return shipping and refund you. If the item hasn't arrived by the day after the last estimated delivery date, open a INR case in eBay.
