In the listing where you made your purchase, there was an estimated delivery date. If that date has passed by at least one day, but less than 30 days, you can open an item not received case with eBay.
Go to your Purchase History. Click on "didn't receive item". That opens your case.
Then wait three days. No response from seller and still no package? Return to the case and ask eBay to step in. Caution: If there is tracking proving your package is traveling, eBay may ask that you wait a few more days.
