You are apparently listing items on eBay's United States site, ebay.com.  
Your eBay registered address is in Mexico.  

That message from eBay seems fair.  The system is working the way it was intended.

Hola estoy intentando vender desde Chile, ya lo he hecho antes, pero ahora no puedo, el sistema me da esta opcion:

Para envíos desde almacenes en el extranjero, envía tu solicitud a whappeals@ebay.com 

Escribi a esa direccion, me gustaria si pueden orientarme con la solicitud. Gracias

The OP is NARU.

Your listings, if they are located in Chile, it's a policy violation to say they are located in the US.

You need to fix those listings before Ebay removes them.
