What message do you get from ebay? The seller is no longer registered? You need to call ebay. What is the item number?

Previously @davidsonperalta when eBay removed an item or a seller, you could start a request to get a refund. But now, eBay has hidden that self-help option for this particular situation.

So you must get relief from PayPal http://paypal.com/disputes if that's how you paid: Open a dispute for Item Not Received and escalate right away, or a credit card chargeback (call the number on the back of the card) if that's how you paid.
