To qualify for a refund, tracking must demonstrate that the item was successfully delivered to the seller (not merely shipped). I know here in the United States, only the most expensive shipping services will show tracking all the way to a destination in China, and then only to some destinations. The cheaper shipping services will just show tracking as departing the United States, and then nothing.

if You paid with a credit card, file a chargeback. Otherwise you have no recourse. Your money is gone. It’s way too late to get help from eBay even if you do have proof of delivery. Your request closed 6 months ago. You had 180 days from the date of payment to file a case with PayPal, it’s too late for this since purchase occurred before July

You can’t file with PayPal either, it’s been too long. Contact your credit card company.
