Previous talk was Regional A was 2 pounds at "regular rate" and Regional B was 4 pounds. However there was no mention of what "regular rate" was. It could be Parcel Post or Priority and then there are Commercials rates too.
Also, it was said previously that while eBay does not have a Regional Rate shipping option for a listing, it does have Regional Rates for label creation.
But this month all USPS rates changed, so "In detail, How do you ship Regional Rate Boxes?"

You've answered your own question. Simply select the Regional Rate boxes that you see available. Good luck!

You just select Regional A or B in the drop down menu when purchasing the label and the price you pay is is based on how far the package is travelling. Make sure you use the correct A or B box.

OK, so the Regional Rates are available when I do the label, but how do I get the Buyer to pay the right amount of money since AFAIK they cannot select Regional Rate Boxes?

OK OK I get it, Priority and Regional and not exactly the same, the 2# and 4$ are slightly higher so "close enough" I guess is the point. I was under the impression the 2# & 4# were spot on. And then who knows with the new rates in effect.
Here are the rates today 10-16-21: (15644 to 15644) / (15644 to 89701)
2#: $8.80 / $15.95
A: $8.08 / $13.39
4#: $9.80 / $24.35
B: $8.48 / $23.65

I figure out what the cost will be in the event that someone in the farthest zone purchases.
Then charge a flat rate to all customers in the US or roll that into my item price with free shipping.
If someone close to me purchases then I make extra money.

That was true several years ago.
But now, (1) the prices for the Regional boxes no longer are a convenient match for any regular Priority rates (i.e., based on weight and distance) and (2) eBay now offers both types of Regional boxes in the options for setting up calculated shipping in your listing.
So fancy workarounds are no longer needed. Just choose the appropriate Regional box when you set up calculated shipping in your listing.
