How much should I charge for registered mail to China including Ebay fees?

A buyer from China is asking me to send an item around 3 ounces by registered mail. Am I aloud to charge them the Ebay fees that will be associated with the extra amount? If so how much would this be?

Packaging items to ship to Erlanger, KY

Do items that are being shipped to Erlanger, Ky get repackaged? The reason I ask is because I do not want to spend the extra time and money on packaging the item if it ends up getting repackaged there.Thanks
