How to set up Free Freight Shipping Business Policy

I set up a shipping business policy for items that all >150 lbs. and will ship as "freight", and only shipping Domestic. 

How do I get the shipping to show up as FREE on the item listing?  When I preview the listing, there is always a prompt for a calculated rate.  

Also, there does not seem to be a way to establish a handling fee for the domestic shipments.

To offer "free" freight shipping, set it up with flat shipping, not calculated. Once you switch to flat shipping, you'll see a service option called "flat rate freight" - select that then check off the free shipping box.

To add a handling fee (presumably on your non-freight, non-free ship listings), you have to use calculated shipping, not flat shipping.
