How to offer free shipping with certain amount purchased

Hello:

I just set up a store and have begun listing products. I'd like to offer free shipping on purchases of $99 or more, but can't see a way to set that up.

Could someone please point me in the right direction?

I believe  that the only way you can do this is by offering combined shipping in your description  text.   There maybe  another way but i don't know how. Suggest using bold and colored text (except red - blue or green  are nice colors IMO)).  The text should state an instruction to the buyers not to pay for the items until they receive an invoice from you reflecting the free shiping and total invoice amount.  As a side note you may not want to use the Immediate Payment Required  (IPR) sales condition on you fixed priced items.  The reason being is that listing with the IPR remain an active listing until it is paid for by any buyer.
