I am a US seller with a US Ebay account. However, I move between countries periodically, and also have family/friends helping with some of my shipping.
Right now, I have items located in Mongolia. When I created the listings, I entered in the Mongolian address as the item location, and "Located in Ulaanbaatar, Mongolia" appears on the listings. However, it still prompts me to choose shipping options as though I were at my US address (there is no USPS in Mongolia, yet it still offers USPS options).
My actual business address is in the US. Do I need to change this address in settings in order to fix the shipping problem? Or is there a more logical way?

They should show up if you select flat shipping rather than calculated.
Remember that if you're listing on eBay.com, then "domestic" shipping means shipping to buyers in the US. If you're shipping from Mongolia, then shipping anywhere else is international shipping.

If you are listing on eBay.com, then the only specific shipping services available on the listing form are based in the US. If you are shipping from elsewhere, you have to set a flat price for shipping and offer generic service(s) such as Economy or Expedited.

Thank you for your reply. I am offering free shipping and intending to use DHL for my Mongolia items. However, on the listing creation/revision page, under shipping, I cannot find generic options, only USPS, UPS, and FedEx. Is there a way to get other (including generic) shipping choices?

For the domestic/shipping to US you should choose the standard, economy or expedited ‘shipping from outside of the US.’ That will give you a longer arrival time than if you choose one of the domestic generic options.

For some reason, when I select "flat shipping", I do not get as many options as I see in your screenshot (you can see what I get in my screenshot below). I am selecting "flat shipping" first, and then clicking "Change shipping service", but no "economy shipping" or international shipping" options show up.
The only thing I can think of is that I do not have a store – are some of these shipping options only available in accounts with stores?

This makes sense, but I can't find any 'shipping from outside the US' options (I am selecting flat shipping). (In my reply to nobody*s_perfect above, I also noted that my shipping options seem limited).

It's not related to having a store.
Try deleting Retail Ground, which is not what you're going to use. Be sure you've changed the item location to Mongolia, and the city. Then scroll way down to the bottom of the shipping services options.

Thank you for your persistence in helping me figure this out. I noticed something I did not mention before: when I go to "Listing preferences" (the gear icon on the upper right of the listing creation page), I have Mongolia selected in the "Country or region" field, and Ulaanbaatar in the "City, State" field, but the "Item location (5-digit ZIP code)" field is empty and grayed out (see screenshot below) – looks like it does this for most countries.
After deleting Retail Ground and making sure Ulaanbaatar and Mongolia are selected in the Listing preferences, I am still not seeing any generic or international shipping options anywhere on the list, with the sole exception of "Flat Rate Freight" at the very bottom (which only appeared after I tried entering larger package dimensions). And there is still no generic option at all for international (i.e. outside the US) shipping.

Ignore my last reply – I found the options you mentioned by switching from the Quick Listing Tool to the Business Tool. Many thanks for your help!
