How to issue a refund for part of the shipping

I know I probably sound stupid but I've read about the shipping refunds and I still don't see where I can issue a partial refund for shipping.   I'm new to selling.  I had a customer who wanted to combine shipping on 3 items but it charged her full shipping on all 3 items.  I told her I would refund her the difference and now I can't figure out how to do it.  Could someone please help me?

The item you want to give a refund for will have a dropdown in the first column. Use the dropdown, then select "send refund"

You can put in the amount and reason you want in the dialogue box (I suggest you use shipping discount) that pops up.

As an aside, I also suggest that you setup your discounted shipping rules

Thank you sooooo much!  I was looking in the wrong place!  That worked.  I thought I had set up my discounted shipping rules but apparently I've done something wrong there too.    There is so much to learn!
