How to get item back from Russia if the buyer got the refund and not shipping back the item?

So the guy from Russia bought my iPhone 7 and then opened a request and got the refund, but not shipped my phone back. So he got the money and the phone. Ebay closed the case and issued a refund when it was clearly mentioned that I have to refund him when I get my item back. Anyone had same issue? What should I do? The buyer is ignoring me, Ebay is not answering for the appeal, paypal is not answering too. So if ebay protects the buyer what should the seller do in case if someone is a cheater?? And be careful with any buyers from abroad!!

Hate to say once he got the refund you will never get the phone back. What did the buyer say he wanted refund for? I wouldn’t think they would just refund unless it was good reason. Do you still have IMEI to the phone cause I would report stolen so they won’t be able to use at least.

Hello, you already lost the cell, since the moment a buyer claims and click the return request, you don't have any chance. eBay ALWAYS helps, supports and defends the buyer, no matter what you say or the proof you show, eBay says to do an investigation, but that's not true, they ALWAYS trust in buyers... So, what can you do?... NOTHING... but you are not alone, a lot of sellers are victims of the buyers' fraud with a total complicity of eBay... welcome to the club...

Report phone stolen and stop selling expensive items to anywhere outside the US.
