How to fit multiple shipping labels into one sheet? on Mac

I'm shipping out hundreds of individual trading cards and am putting most of them into 3.65"x6" envelopes for the bay Standard envelope. I bought full sheets on label and REALLY want to be able to just print four labels per 8.5x11 sheets (labels sized down a little of course to fit).

What can I do on my Mac to do this? I have PDF saved for each label and just want to essentially copy and paste them into one sheet and print that full page. It will save me literally hours and hours and taping labels and so many sheets of paper. 

Ive opened up the PDF in Photos and can't seem to do what I've described here. Is there and app or a way to do this? Please help!

If you really want to save time, can you print directly on the envelopes or get 4x6 labels, 2 per sheet, since that wouldn't require any editing?

I'm on a Mac and I use Photoshop for stuff like you're describing.
