I am trying to figure out how to exclude shipping locations outside the US as will as Alaska/Hawaii.
When I go into Shipping Preferences under My eBay - Account, and click Edit next to Exclude Shipping Locations, the page just tells me what happens when locations are excluded, but doesn't let me actually set exclusions. It has a link to edit shipping policies on live listings, but that takes me to the Business Policies page.
When I try to follow the instructions that eBay gives, it directs me to set up a business policy for shipping. When I do that, I can select areas I want to exclude, but I do flat rate shipping for my items and when I select Flat Rate, it requires me to add a specific shipping cost. I don't charge the same shipping for every listing, so I don't want to do this.
Is there some setting I'm missing that allows me to say that I never want to ship outside the continental US on current or future listings?

How do you exclude the Philippines in Ebay? Ive got all regions excluded except US Protectorates (is this the one)? 3 times a buyer from Philippines bought my item. How do I exclude them? Someone please help me. Thank you

In the 3rd party software I use to list that is located under Southeast Asia.
Excluding these areas does not stop people living in these countries from attempting to buy from you.
To get around that they simply use a reshipping service located in the U.S.
Since they are using a U.S. address they can attempt to buy your item.
eBay permits this because all eBay is concerned about is making their fees off the sale and not your safety.
You need to add terms to all your listings that state:
1. You do not sell to buyers located outside the U.S.
2. You do not sell to buyers located in U.S. Protectorates. (optional)
3. You do not ship to addresses outside the U.S. (or U.S. Protectorates).
4. You do not ship to reshipping companies regardless of where they are located.
5. You do not ship to 3rd party addresses (such as when people are claiming they want the item shipped to someone else as a gift).
Buyers in these countries are now violating your terms when they attempt to buy. There is no legal sales contract. You also have grounds for eBay to remove any negative feedback these buyers leave. I have had all such feedback removed because I included similar terms in my listings.
